Cynthia "Cindy" Turner Phipps

Cynthia “Cindy” Turner Phipps, 63, of Roanoke Rapids passed away Wednesday, April 23, 2025, at ECU Medical Center in Greenville.

Cindy was born November 19, 1961, in Florida to the late Ronald Quay and Elizabeth Rooker Quay. She was also preceded in death by her husband, William Phipps, Sr. and her son, Jarret Phipps.

Cindy loved her family, especially her grandchildren. Cindy loved gardening, planting flowers, and doing her makeup and nails. She also loved laying out in the sun and swimming. Cindy loved thrift shopping, playing games, and coloring.

Cindy is survived by her children, Crystal Horne and her husband Chris, Donnie Brooks and his wife Tina and William Phipps, Jr. and his wife Beth; her brothers and sisters, Debbie Stephenson, Woody Turner and his wife Teresa, Kenny Turner and his wife Shelia and Bo Turner and wife Michelle; her grandchildren, Katie and her husband James, Taylor, Allyson, Landon, Lucas, Sadie, Maverick and Maddex; her great-grandchildren, Leo, Logan and Lily.

Graveside services will be held at 2:00 P.M. Sunday, April 27, 2025, at Cedarwood Cemetery with Rev. Rex Evans officiating. The family will receive friends from 3:00 – 5:00 P.M. Saturday, April 26, 2025, at Hockaday Funeral and Cremation Service.
